The standards of care (SOC) are guidelines specified by the Harry Benjamin Gender Dysphoric Association. They specify what procedures must be followed before one can procede through the transition process.
The process starts with theraputic evaluation. There are certain minimum time frames for each step along the way. It can take from one to two years or more to complete.
